WARRANT
BRISTOL, SS: To any Constable of the TOWN OF RAYNHAM:
GREETING:
In the name of the COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and
warn the inhabitants and voters of that part of the TOWN OF RAYNHAM residing in the territory and included within the boundaries of the NORTH RAYNHAM WATER DISTRICT qualified to vote in elections to meet at Raynham Senior Center located at 2215 King Philip Street, Raynham, Massachusetts on Thursday, the 28th day of May two-thousand and nine at seven o'clock P.M. for the following purpose to wit:

ARTICLE 1 | To choose a Moderator to preside at said meeting.

ARTICLE 2 | To see if the District will vote to accept the reports of the Water Commissioners and the District Treasurer.
|
ARTICLE 3 | To elect one member of the Board of Water Commissioners for a three (3) years term.
|
ARTICLE 4 | To see if the District will vote to raise and appropriate the sum of $519,348.00 for the Operations Funds of the North Raynham Water District for the fiscal year July 1, 2009 through June 30, 2010 according to the budget or take any action relative thereto.

ARTICLE 5 | To see if the District will vote to raise and appropriate the sum of $315,156.25 for the Wage Funds of the North Raynham Water District for the fiscal year July 1, 2009 through June 30, 2010 according to the budget or take any action relative thereto.
|
ARTICLE 6 | To see if the District will vote to transfer the sum of $553,740.00 from the MBTE Funds for the payoff of the Bond Issue 12/15/97 King Philip III Well site or take any action relative thereto.
|
ARTICLE 7 | To see if the District will vote to transfer the sum of $87,480.00 from the MBTE Funds for the Principle and Interest payment on the King Philip III Well site or take any action relative thereto.
|
ARTICLE 8 | To see if the District will vote to raise and appropriate the sum of $108,508.75 for the Principal and Interest payment on the Wilbur St. Storage Facility Debt or take any action relative thereto.
|
ARTICLE 9 | To see if the District will vote to raise and appropriate the sum of $202,115.76 for the Principal and Interest payment on the King Philip III Filtration Plant Debt or take any action relative thereto.
|
ARTICLE 10 | To see if the District will vote to transfer the sum of $100,000.00 from E&D (Free Cash) For the Principle and Interest payment on the King Philip III Filtration Plant Debt or take any action relative thereto.
|
ARTICLE 11 | To see if the District will vote to raise and appropriate the sum of $15,000.00 for the Reserve Fund or take any action relative thereto.
|
ARTICLE 12 | To see if the District will vote to raise and appropriate the sum of $15,000.00 for the Emergency Fund or take any action relative thereto.
|
ARTICLE 13 | To see if the District will vote to raise and appropriate the sum of $20,000.00 for the purchase of a Utility Vehicle or take any action relative thereto.
|
ARTICLE 14 | To see if the District will vote to transfer from Free Cash (E&D) the sum of $25,000.00 for the purchase of a Utility Vehicle or take any action relative thereto.
|
ARTICLE 15 | To see if the District will vote to raise and appropriate the sum of $20,000.00 for the Water Tank Painting Fund or take any action relative thereto.
|
ARTICLE 16 | To see if the District will vote to raise and appropriate the sum of $20,000.00 for the Clearwell/Pump Cleaning Fund or take action relative thereto.
|
ARTICLE 17 | To see if the District will vote to raise and appropriate the sum of $6,000.00 a rate study or take any action relative there to.
|
ARTICLE 18 | see if the District will vote to raise and appropriate the sum of $17,713.88 for the Water Exploration Fund or take any action relative thereto.
|
ARTICLE 19 | To see if the District will vote to exempt the balance of $264,140.00 Free Cash from the Provisions of Section 12A of Chapter 151 of the Acts of 1979 and that such Free Cash not to be utilized for the purpose of reducing the property tax for Fiscal Year 2009/2010 or take any action relative thereto.

ARTICLE 20 | To see if the District will vote to authorize the District Treasurer, with the approval of the Water Commissioners, to borrow in anticipation of the revenue for the twelve month period beginning July 1, 2009 in accordance with General Laws, Chapter 44, Section 4, and acts in amended thereof, and including in addition thereof, Chapter 849 of the Acts of 1969, as amended and renew any note or notes as they may be given for a period of less than one year in accordance with General Laws, Chapter 44, Section 17.

And you are directed to serve this warrant by posting up attested copies thereof at two or more places in the District at least seven (7) days before the time of the meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon to the District Clerk at the time and place of meeting as aforesaid.
