WARRANT


BRISTOL, SS: To any Constable of the TOWN OF RAYNHAM:

GREETING:
  In the name of the COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants and voters of that part of the TOWN OF RAYNHAM residing in the territory and included within the boundaries of the NORTH RAYNHAM WATER DISTRICT qualified to vote in elections to meet at Raynham Senior Center located at 2215 King Philip Street, Raynham, Massachusetts on Thursday, the 26th of May two-thousand and eleven at seven o’clock P.M. for the following purpose to wit:

ARTICLE 1To choose a Moderator to preside at said meeting.

ARTICLE 2 To see if the District will vote to accept the reports of the Water Commissioners and the District Treasurer.

ARTICLE 3 To elect one member of the Board of Water Commissioners for a three (3) years term.

ARTICLE 4 To see if the District will vote to raise and appropriate the sum of $496,765.00 for the Operations Funds of the North Raynham Water District for the fiscal year July 1, 2011 through June 30, 2012 according to the budget or take any action relative thereto.

ARTICLE 5 To see if the District will vote to raise and appropriate the sum of $331,730.08 for the Wage Funds of the North Raynham Water District for the fiscal year July 1, 2011 through June 30, 2012 according to the budget or take any action relative thereto.

ARTICLE 6 To see if the District will vote to raise and appropriate the sum of $103,783.72 for the Principal and Interest payment on the Wilbur St. Storage Facility Debt or take any action relative thereto.

ARTICLE 7 To see if the District will vote to raise and appropriate the sum of $264,296.29 for the Principal and Interest payment on the Arrowhead Filtration Plant Debt or take any action relative thereto.

ARTICLE 8 To see if the District will vote to raise and appropriate the sum of $15,000.00 the Reserve Fund or take any action relative thereto.

ARTICLE 9 To see if the District will vote to raise and appropriate the sum of $15,000.00 for the Emergency Fund or take any action relative thereto.

ARTICLE 10 To see if the District will vote to raise and appropriate the sum of $9,000.00 for the Master Plan Fund or take any action relative thereto.

ARTICLE 11 To see if the District will vote to transfer from Free Cash (E&D) the sum of $35,000.00 for the purchase of a pickup truck and plow or take any action relative thereto.

ARTICLE 12 To see if the District will vote to transfer the sum of $239,000.00 from E&D (Free Cash) for construction of a garage to be located at 141 King Philip Street or take any action relative thereto.

ARTICLE 13 To see if the district will vote to transfer the sum of $7.990.00 from E&D (Free Cash) for the inspection and cleaning of the Wilbur Street Tank Cleaning Fund or take any action thereto.

ARTICLE 14 To see if the District will vote to exempt the balance of Free Cash from the Provisions of Section 12A of Chapter 151 of the Acts of 1979 and that such Free Cash not to be utilized for the purpose of reducing the property tax for Fiscal Year 2011/2012 or take any action relative thereto.

ARTICLE 15 To see if the District will vote to authorize the District Treasurer, with the approval of the Water Commissioners, to borrow in anticipation of the revenue for the twelve month period beginning July 1, 2011 in accordance with General Laws, Chapter 44, Section 4, and acts in amended thereof, and including in addition thereof, Chapter 849 of the Acts of 1969, as amended and renew any note or notes as they may be given for a period of less than one year in accordance with General Laws, Chapter 44, Section 17.

And you are directed to serve this warrant by posting up attested copies thereof at two or more places in the District at least seven (7) days before the time of the meeting.

HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon to the District Clerk at the time and place of meeting as aforesaid.
